How to make
Click Start -> All Programs -> Accessories -> Paint. On the Image menu, click Attributes. Type 32 for the Width and Height and make sure under Units select Pixels. Then click OK to create a new document 32 × 32 pixels.
Now we can add a color or enter the shortlist photos prior to 32 × 32 pixels by way of copy-paste. When it is done open the File menu and click Save As. Use the dialog box to choose where we will store our files and provide a name followed by the suffix ". Ico" (without the quotes) and click Save. (Extension ". Ico" tells Windows that it is a file icon.)

Caranya:
Klik Start –> All Programs –> Accessories –> Paint. Pada menu Image, klik Attributes. Ketik 32 untuk Width dan Height dan pastikan pilih Pixels dibawah Units. Lalu klik OK untuk membuat dokumen baru 32×32 pixel.
Sekarang kita bisa tambahkan warna atau masukkan foto yang sudah diciutkan terlebih dahulu menjadi 32×32 pixel dengan cara copy-paste. Jika sudah selesai buka menu File dan klik Save As. Gunakan kotak dialog untuk memilih dimana kita akan menyimpan file kita lalu berikan nama yang diikuti dengan akhiran “.ico” (tanpa tanda kutip) dan klik Save. (Ekstensi “.ico” memberitahu Windows bahwa itu adalah file icon.)
